Ongoing attacks have previously led to significant damage, impacting around 40% of Ukraine's electricity generation capacity, resulting in widespread blackouts and heightened pollution risks. Humanitarian organizations are warning that the weaponization of winter poses not only immediate dangers to civilians but also has long-term environmental consequences.
