A user on Reddit, known as de_Tylmarande, discovered this issue while experimenting with the game. After logging into a friend's Steam account that had all the DLC purchased, they noticed a significant improvement in game performance. Upon switching back to their own account, which lacked the additional content, the FPS issues returned, leading to the conclusion that ownership of DLC is directly linked to performance.
