OpenAI has entered a groundbreaking partnership with the Maltese government to provide free access to ChatGPT Plus for all citizens who complete a specific AI literacy course. This initiative is notable as it marks the first instance of a government collaborating with an AI company on such a scale, aiming to enhance digital literacy among the populace.
The program, announced on May 16, 2026, will allow participants to access ChatGPT Plus for one year after finishing a course designed by the University of Malta. This course focuses on educating individuals about artificial intelligence, covering its capabilities and responsible usage in various settings. Maltese Minister Silvio Schembri emphasized the importance of equipping citizens with the knowledge needed to thrive in the digital landscape.
The Malta Digital Innovation Authority will oversee the distribution of access to eligible citizens, with the first phase of the program set to launch this month. Expansion plans are in place to include additional participants, both domestically and internationally, as course completion grows.
This initiative aligns with OpenAI's broader strategy under the OpenAI for Countries program, which seeks to foster national-level AI adoption. Previous collaborations include partnerships with the governments of Estonia and Greece, as well as a deal with the US Department of Defense to implement AI solutions within military networks.
